Devin Carter was born to parents Cassie Carter and Anthony Carter. Devin grew up in Miami with his brother Joshua Carter.
His father Anthony is an assistant coach for the NBA's Miami Heat and is a former NBA player.
Anthony played collegiate basketball for Saddleback and Hawaii. And because of his early exposure to the sport, Devin took up the ball at the young age of four and has been enamored with it ever since.
Similarly, Anthony spent his post-grad year of 2020–21 at Brewster Academy and his junior and senior high school basketball at Doral School.
He made his collegiate debut with 16 points against Western Kentucky, a career-high, and a perfect 8-8 from the charity stripe. As of spring 2023, he plays basketball as a sophomore guard for the Providence College Friars.

When the Kings needed an assistant coach on July 31, 2015, they turned to Carter, who had previously coached in the NBA's D-League with the Sioux Falls Skyforce. He has been employed with Miami Heat as a player development coach since September 2021.
